Cosmetic brand development: three possible starting points

The first choice concerns the origin of the formulas, because it sets the timeline and the initial investment:

  • Private label: a formula chosen from more than 500 and then customised, for a launch in 45 to 90 days.
  • Custom private label: a development carried out with you, which takes 3 to 6 months.
  • Custom formulation: an exclusive formula, created in 6 to 12 months.

The service

Start small to last

The most frequent mistake among project owners: wanting ten products from the outset, without having defined their customers, their retail price and their distribution channel. Our advice: launch one or two well-positioned products, keep budget to sell them, then expand the range according to your customers’ feedback. Our guide creating your cosmetic brand in Tunisia goes through each step.

Illustrative example: a French brand manufacturing in Tunisia

Let us take an illustrative example, which describes no real client: a young French brand wants to launch a short range of facial skincare. Three criteria steer it towards manufacturing in Tunisia: direct dialogue in French with the technical team, geographical proximity and an offer suited to its start-up volumes. Its decision is then based on concrete elements: the quality of the samples, the documentation available, the landed cost and the reliability of the schedule.

Selling in the European Union: Responsible Person, PIF and CPNP

Regulation (EC) No 1223/2009 (new tab) only allows onto the European market cosmetic products for which a person is “designated within the Community as ‘responsible person’” (Article 4).

This person keeps the product information file for the ten years following the placing on the market of the last batch (Article 11), including in particular the safety report. Before sale, they notify the product to the Commission by electronic means (Article 13), on the CPNP portal. We prepare the PIF and this notification.

FAQ

Frequently asked questions

Do you need a company in the European Union to sell your brand there?

Not necessarily your own, but you need a Responsible Person established in the Union. For an imported product, this role falls to the importer; the importer may entrust it, by written mandate, to a person established in the EU who accepts it in writing. Our article on promising export markets covers the other regions.

Is the CPNP notification an authorisation to sell?

No. Before the product is placed on the market, it sends the European Commission information such as the category of the product, its name, the Responsible Person and the country of origin. It is neither an authorisation nor a quality certification: compliance rests on the product information file, for which the Responsible Person is answerable.

Which address should appear on the packaging of my brand?

That of the Responsible Person: Article 19 requires their name or registered name and their address on the container and the packaging. If several addresses appear, the one where the product information file is made readily available must be highlighted. For a product imported into the Union, the country of origin is also stated: for the products we manufacture, Tunisia.

What budget should I plan to launch my brand?

There is no standard amount: the price depends on the product, the actives and the packaging, then on the number of products. Think in terms of an overall budget, sales and marketing included. The quote is free and we reply within 48 working hours: describe your project on the quote page.
