Organic and natural cosmetics manufacturing in Tunisia

Organic cosmetics manufacturing: formulas based on Tunisian plant oils, COSMOS certification on request. All the ranges are manufactured on our site in Tunisia, with our own equipment.

The range

A natural range built on a standard.

A natural or organic range is built first on a specification: that of the target standard, which governs the origin of the ingredients, the processing methods, manufacturing, packaging and labelling. For a brand, a pharmacy or a distributor, the question is therefore not only to choose fine raw materials, but to know from the brief which statement will appear on the product and what evidence will need to be gathered to justify it.

Care oils with olive or prickly pear, creams and lotions, balms, bar soaps, shampoos, hydrosols (floral waters) of rose, orange blossom or witch hazel: all the ranges are manufactured on our site in Tunisia, with our own equipment. COSMOS, Ecocert, Vegan and Halal certifications are available on request. It is better to settle this point upstream, because the chosen standard shapes the formula, the choice of raw materials and that of the container.

Finally, a natural approach requires consistency between the formula, the packaging and the message. According to the COSMOS standard, labelling and communication must be clear and must not mislead the consumer. An oil or a floral water from Mediterranean plants is therefore not enough, on its own, to qualify a product as “organic”: it is the composition as a whole, and its certification, that make this possible.

Expertise

Our natural and organic cosmetics manufacturing expertise

The points below summarise the requirements of the COSMOS standard (version 4.2 of 1 September 2025) and what the scientific literature says about one of the flagship raw materials of this range.

COSMOS ORGANIC or COSMOS NATURAL

The COSMOS standard distinguishes two levels for finished products. For COSMOS ORGANIC, at least 95% of the physically processed agro-ingredients must be organic, and at least 20% of the total product (10% for rinse-off products, non-emulsified aqueous products and those made of at least 80% minerals). For COSMOS NATURAL, no minimum of organic ingredients is required.

COSMOS-standard v4.2, § 7.1 and 7.2 (new tab)

Regulated ingredients and processes

The standard classifies ingredients into five categories (water, minerals and ingredients of mineral origin, physically processed agro-ingredients, chemically processed agro-ingredients, other ingredients) and only allows the processes listed in its Appendices I and II. It notably excludes genetically modified plants and micro-organisms, ionising radiation and the use of ethylene or propylene oxide, and therefore ethoxylation and propoxylation. Ingredients of animal origin are only allowed if they are produced by the animal without being a part of it and without causing its death.

COSMOS-standard v4.2, § 6 and Appendix III (new tab)

A certification that extends to packaging

Certification is issued by an authorised body, a member of COSMOS-standard AISBL and accredited under a scheme that includes compliance with ISO 17065, after a documentary validation and an on-site inspection. It covers the whole process, from the ingredients to the finished product, including packaging: each sales unit must meet at least three indicators from at least two principles (reduce, reuse, renewable, recycle), and materials such as PVC, polystyrene or polycarbonate are prohibited. The label carries the COSMOS ORGANIC or COSMOS NATURAL signature and indicates the certification body.

COSMOS-standard v4.2, § 8.3, 10 and 11 (new tab)

Olive, rosemary, orange blossom: organic required in COSMOS ORGANIC

Appendix VI lists the ingredients considered available in organic form in sufficient quantity and quality: in a COSMOS ORGANIC product, they must be organic. It notably cites olive oil (INCI Olea Europaea Fruit Oil), rosemary (including Rosmarinus Officinalis Leaf Extract and Rosmarinus Officinalis Water) and bitter orange flower water (Citrus Aurantium Amara Flower Water); prickly pear oil and rose do not appear in it. In the event of a shortage of an organic raw material on this list, the certification body can grant a derogation.

COSMOS-standard v4.2, Appendix VI (new tab)

Floral waters: a calculated organic share

The COSMOS technical guide classes hydrosols among aqueous extracts: their organic percentage is calculated from the ratio between the fresh organic plant used and the extract obtained. In the example it gives, a water distilled from fresh plant is counted entirely as an agro-ingredient, after deducting the added preservative, which reduces its organic share accordingly.

COSMOS-standard, technical guide v4.2, § 6.2.3 (new tab)

Prickly pear oil: an oil from pressed seeds

A study published in the journal Foods points out that prickly pear seeds are small and low in oil, with linoleic acid as the main fatty acid. Obtained by screw-pressing followed by filtration, this oil is mainly used in cosmetics, because of its high price and a long and laborious production.

FAQ

Frequently asked questions

What is the difference between COSMOS ORGANIC and COSMOS NATURAL?

For COSMOS ORGANIC, at least 95% of the physically processed agro-ingredients must be organic, and at least 20% of the total product (10% for certain products, including rinse-off products). For COSMOS NATURAL, no minimum of organic ingredients is required, but the same rules apply to the allowed ingredients and processes. The choice depends on your positioning and your raw materials budget: it is set from the brief.

Who issues COSMOS certification and how does it work?

It is issued by an authorised certification body, a member of COSMOS-standard AISBL and accredited under a scheme that includes ISO 17065. It is based on a documentary validation and an on-site inspection, and covers the whole process, from the ingredients to the finished product, packaging included. At Oppenheimer Lab, COSMOS, Ecocert, Vegan and Halal certifications are available on request.

Can a prickly pear care oil be certified COSMOS ORGANIC?

Prickly pear oil does not appear in Appendix VI of the standard, which lists the ingredients that must be organic. But for COSMOS ORGANIC, at least 95% of the physically processed agro-ingredients must be organic: in a care oil where it makes up most of the formula, it will therefore have to be of organic quality. It is a costly oil, because the seeds are small and low in oil, which weighs on the cost price.

Can rose, orange blossom or witch hazel floral waters go into a certified formula?

Yes: the COSMOS technical guide treats hydrosols as aqueous extracts, whose organic share is calculated from the fresh organic plant used. Bitter orange flower water appears in Appendix VI: for COSMOS ORGANIC, it must be organic. Rose does not appear in this list, but it counts towards the general calculation of the 95% of organic agro-ingredients.

Can you manufacture a natural range certified Vegan or Halal?

Vegan and Halal certifications are available on request, as are COSMOS and Ecocert, and all the ranges are manufactured on our site in Tunisia, with our own equipment. Specify it from the brief, because the chosen standard shapes the choice of raw materials. Note: COSMOS is not a vegan standard, since it allows ingredients produced by animals, provided they are not a part of them and do not cause their death.

Cosmetic brand name: how to choose, check and protect it in Tunisia

A good cosmetic brand name is distinctive, available and registrable. It is chosen in four steps: define the positioning, create the name, check prior rights with INNORPI, then register the trade mark. The name must also respect the rules on claims, as Commission Regulation (EU) No 655/2013 covers names and trade marks. Tunisian registration only protects you in Tunisia: plan for export from the start.

Halal cosmetics: certification and markets to know before exporting

Halal cosmetics are products formulated and manufactured according to halal rules: no ethyl alcohol, no non-compliant animal-derived ingredients, no animal testing. A cosmetic is not halal by default. The brand documents the formula, the raw materials and the process, then chooses a certifier recognised in the target country. Indonesia extends its requirements to cosmetics from 18 October 2026.
