Facial skincare manufacturing in Tunisia

Skincare manufacturing: cleansers, serums, creams, masks and targeted treatments. All the ranges are manufactured on our site in Tunisia, with our own equipment.

The range

Facial skincare designed around its actives.

A facial skincare product is judged up close: texture, scent, how it holds up over time, feel on application. For a brand, developing this range with a manufacturer first means choosing between an existing formula to adapt and a custom formulation, then defining the role of each product: cleansing, preparing the skin, delivering a targeted active, moisturising. The choice of actives, their dosage and the form of the product follow from this positioning, not the other way round.

The flagship facial actives, vitamin C, retinol, niacinamide or hyaluronic acid, do not have the same requirements. Some are sensitive to light or air, others need a low pH or determine the texture of the formula; retinol is also subject to concentration limits in the European Union. These constraints weigh on the container, the target market and the labelling: it is better to set them out in the brief, before choosing a bottle.

All the ranges are manufactured on our site in Tunisia, with our own equipment. We offer ready-to-launch formulas in private label as well as custom formulations, and we prepare the product information file and the CPNP notification. Production follows cosmetic Good Manufacturing Practice (ISO 22716). From formula to filling and packaging, your skincare project thus stays with a single manufacturer.

Expertise

Our skincare manufacturing expertise

Each family of actives brings its own constraints of stability, dosage, texture and container. Here are the benchmarks to set before fixing a formula, each backed by an official text, a scientific review or our experience.

Vitamin C: a molecule to protect

Ascorbic acid is unstable: exposed to light, it oxidises into dehydroascorbic acid, which turns the serum yellow. The cited review states that its stability is controlled by maintaining a pH below 3.5, and more stable derivatives are being studied. The form of vitamin C, the pH and protection from light are therefore decided together.

Retinol: controlling light and air

Retinol is described as extremely unstable: it degrades into inactive forms on exposure to light and air. Its derivatives (retinyl acetate, propionate and palmitate) were developed to improve its chemical stability and are widely used in cosmetics. The formula and the container must limit its exposure to light and air.

Retinol: limits set in the EU

Since Regulation (EU) 2024/996, Annex III limits retinol, retinyl acetate and retinyl palmitate to 0.05% retinol equivalent in body lotions and to 0.3% in other products, rinse-off or leave-on, including facial skincare. A warning is mandatory on the label. Non-compliant products can no longer be placed on the Union market since 1 November 2025, and will no longer be allowed to be made available there from 1 May 2027.

Regulation (EC) No 1223/2009, Annex III, entry 376 (amended by Regulation (EU) 2024/996), consolidated version of 18 May 2026 (new tab)

Niacinamide: a water-soluble active

Niacinamide (nicotinamide) is the amide form of vitamin B3; it is water-soluble, which points to incorporating it in the aqueous phase of the formula. The cited review describes it as well tolerated by the skin at the concentrations usually used, below 5%. The final dosage is set with the product’s safety assessment.

Hyaluronic acid: a texture lever

In cosmetic formulation, hyaluronic acid acts as a viscosity modifier and a skin conditioning agent. Its physico-chemical properties depend strongly on its molecular weight: the grade chosen therefore contributes to the final texture, from a fluid serum to a gel-cream.

Formula and container, validated together

Never order your bottles before validating their compatibility with the formula: a container must protect the product, dispense its texture properly and withstand transport. An airless bottle can be relevant for some formulas, without automatically being the optimal choice. We recommend testing the formula-container pairing before launching the full order.

FAQ

Frequently asked questions

What container should be planned for a vitamin C serum?

Ascorbic acid oxidises in light, which turns the serum yellow: the container must first protect the formula. An airless bottle can be relevant for some formulas, but it is not automatically the optimal choice. We recommend testing the formula-container pairing before launching the full order, and therefore not ordering the bottles before this validation.

What concentration of retinol is allowed in a facial skincare product sold in the European Union?

Since Regulation (EU) 2024/996, Annex III of Regulation (EC) No 1223/2009 limits retinol, retinyl acetate and retinyl palmitate to 0.3% retinol equivalent in rinse-off or leave-on products other than body lotions, which are limited to 0.05%. The label must carry the statement “Contains Vitamin A. Consider your daily intake before use”. A non-compliant product can no longer be placed on the Union market since 1 November 2025, nor made available there from 1 May 2027.

Retinol or a retinol derivative: which to choose for a night cream?

Retinol is very sensitive to light and air; its derivatives (retinyl acetate, propionate and palmitate) were developed to improve its chemical stability and are widely used in cosmetics. The choice depends on the positioning, the formula and the container. In the European Union, retinyl acetate and retinyl palmitate fall within the same limit as retinol, expressed as retinol equivalent, with the same mandatory statement on the label.

Can vitamin C, retinol and niacinamide be combined in a single product?

Each active brings its own constraints: ascorbic acid is stabilised at a low pH (below 3.5 according to the cited review), retinol is sensitive to light and air, niacinamide is water-soluble. A combination is therefore judged on the complete formula, in its final container, not on the ingredient list. For a brand starting out, we advise beginning with one or two well-positioned products, then expanding the range based on customer feedback.

How does hyaluronic acid influence the texture of a serum or a gel-cream?

In formulation, hyaluronic acid acts as a viscosity modifier and a skin conditioning agent. Its physico-chemical properties depend strongly on its molecular weight: the grade chosen therefore contributes to the final texture. Hyaluronic acid serums and gel-creams are part of our skincare range; their texture is adjusted during development.

Cosmetic labelling requirements: every mandatory particular, one by one

A cosmetic label must carry the particulars of Article 19 of Regulation (EC) No 1223/2009: Responsible Person and address, country of origin, nominal content, date of minimum durability or PAO, precautions for use, batch number, product function and INCI list. Manufacturing in Tunisia does not exempt you from these requirements when selling in Europe. This informational article details each item, the symbols, distributor checks and a pre-print checklist.

Investing in Tunisia’s cosmetics industry: opportunities, key figures and entry models in 2026

Investing in Tunisia’s cosmetics industry can be justified in 2026. According to La Presse (March 2025), the sector has about 774 companies and its exports reached about 225 million dinars at the end of 2024. Local flora and market access are strengths. The 25% consumption duty, however, weighs on the domestic market. Whether the project makes sense depends on the entry model (factory, contract manufacturing or brand) and the target countries.
