Range — Perfumery

Perfume and mist manufacturing in Tunisia

Perfume manufacturing: eaux de parfum, eaux de toilette, scented mists and solid perfumes. All the ranges are manufactured on our site in Tunisia, with our own equipment.

The range

A composition, a base, a bottle.

In perfumery, the quality of a finished product depends on the meeting of three elements: the fragrance composition, the base that carries it and the bottle that diffuses it. An eau de parfum, an eau de toilette, a body and hair mist or a solid perfume are not formulated in the same way, are not used in the same way and are not subject to the same limits. The choice of format is therefore a technical decision as much as a marketing one.

It is also a range where compliance can be read on the label. Fragrance allergens present above the regulatory thresholds must be named in the ingredient list, next to the word “parfum”, and compositions must comply with the IFRA Standards for the intended use. For a brand, anticipating these points from the brief avoids having to rework a formula or reprint packaging just before the launch.

All the ranges are manufactured on our site in Tunisia, with our own equipment. For your perfumes, we work in custom formulation, in ready-to-launch formulas (private label) or in custom private label, through to filling and packaging. Production follows cosmetic Good Manufacturing Practice (ISO 22716), and we prepare the product information files (PIF) and the CPNP notifications required for placing on the European market.

Expertise

Our perfume manufacturing expertise

A perfume intended for the European market must reconcile an olfactory signature, precise labelling rules and the safety standards of the fragrance composition industry. Here are the benchmarks we share with brands before launching a product.

Eau de parfum, eau de toilette: names set by usage

Regulation (EC) No 1223/2009 lists perfumes and toilet waters among cosmetic products, without setting a concentration for these names. The difference comes from professional usage: an eau de parfum is more concentrated than an eau de toilette. The dosage of the composition is therefore decided with the brand, according to the desired longevity, the positioning and the limits applicable to the chosen composition.

“Parfum” and allergens on the label

In the ingredient list, the fragrance composition appears under the term “parfum”, complemented by the allergenic substances that Annex III requires to be named. Regulation (EU) 2023/1545 extended this list: each substance concerned must be indicated when its concentration exceeds 0.001% in a leave-on product, such as a perfume or a mist, and 0.01% in a rinse-off product.

A transition timetable now under way

For the new allergen labelling, Regulation (EU) 2023/1545 set two deadlines: 31 July 2026 for placing non-compliant products on the market, 31 July 2028 for making them available. As the first date has passed, a perfume placed on the Union market today must already carry the revised labelling; only products placed on the market before that date can still be sold off until 2028.

IFRA Standards and certificate of conformity

The standards of IFRA (International Fragrance Association) prohibit certain ingredients, restrict others or set purity criteria, depending on the type of product. The certificate of conformity is issued by the supplier of the fragrance composition for a specific use; it replaces neither the safety assessment nor compliance with the regulations of the country of sale.

51st Amendment in force, 52nd in preparation

The 51st Amendment is the latest series of IFRA Standards notified. For the 52nd, the consultation closed on 12 June 2026 and IFRA announces its notification for January 2027; the restriction and specification standards will apply 11 months after notification to new creations and 30 months after to existing creations. A composition chosen today must therefore be checked against these changes.

Body and hair mist: a dual-use product

IFRA limits depend on the product category. A mist intended for both the body and the hair falls into two categories: for each ingredient of the composition, the lower of the two limits applies. This point is settled when choosing the composition, before writing the label.

FAQ

Frequently asked questions

Must the allergens in my perfume appear on the label?

Yes, above certain thresholds. The composition appears under the term “parfum” in the ingredient list, and each allergenic substance listed in Annex III of Regulation (EC) No 1223/2009 must be named when its concentration exceeds 0.001% in a leave-on product, which is the case for a perfume or a mist. Since 31 July 2026, a product placed on the Union market must follow the list extended by Regulation (EU) 2023/1545.

Is a composition compliant with the IFRA Standards enough to sell in Europe?

No. The IFRA Standards are a voluntary industry system, and the certificate of conformity, issued by the supplier of the composition, does not replace the safety assessment. For the European Union, you need in particular a Responsible Person established in the EU, a product information file with a safety assessment, a compliant composition and labelling, and a CPNP notification before marketing. We prepare the PIFs and the CPNP notifications, and we recommend setting the countries of sale from the brief.

What is the difference between an eau de parfum, an eau de toilette and a scented mist?

The European regulation does not define these names: the difference comes from professional usage, an eau de parfum being more concentrated than an eau de toilette. The choice depends on the desired longevity, the selling price and the use. For a mist intended for the body and the hair, the composition must comply, ingredient by ingredient, with the lower IFRA limit of the two categories concerned.

Does a solid perfume follow the same rules as a bottled perfume?

For labelling, yes: Regulation (EC) No 1223/2009 defines a leave-on product as a product intended to stay in prolonged contact with the skin, which applies to a solid perfume. Allergens must therefore be mentioned above 0.001%, as for an eau de parfum. Its texture and its container, on the other hand, require their own formulation, to be validated on samples.

When should the bottle and the spray pump be chosen?

After validating their compatibility with the formula, never before. A container must protect the product, dispense its texture properly and withstand transport. We recommend testing the formula-container pairing before launching the full order of bottles.

Exporting Tunisian cosmetics: promising markets and access requirements by region

To export Tunisian cosmetics, four regions stand out: Europe (France, Germany, Spain), Libya and the Maghreb, sub-Saharan Africa driven by the AfCFTA, and the Gulf and Middle East. The sector’s exports reached about 225 million dinars in 2024. Each market has its own rules: a Responsible Person and CPNP notification in the EU, local registration elsewhere. Choose your first country by weighing demand, regulatory complexity and your distribution capacity.
