Haircare product manufacturing in Tunisia

Haircare manufacturing: shampoos, conditioners, masks, leave-in treatments and oils. All the ranges are manufactured on our site in Tunisia, with our own equipment.

The range

Haircare formulas tuned for use.

A shampoo, a conditioner or a hair mask is judged first in use: the way it lathers, spreads, rinses and leaves the hair when detangling. Behind these sensations lie precise formulation choices: the surfactant system that cleanses, the conditioning agents that deposit on the fibre, the viscosity that gives it body in the bottle. For a brand, a pharmacy or a distributor, these choices determine the positioning of the product as much as its cost.

Our range covers shampoos (gentle, sulphate-free, moisturising or anti-hair-loss type), conditioners, hair masks, leave-in treatments, hair oils and ends serums. You can start from an existing private label formula, develop a custom private label or ask for a custom formulation. All the ranges are manufactured on our site in Tunisia, with our own equipment, and production follows cosmetic Good Manufacturing Practice (ISO 22716).

A haircare formula also commits the regulatory file: a shampoo is rinsed off, a leave-in treatment stays in contact with the hair, and Regulation (EC) No 1223/2009 distinguishes these two categories. We prepare the product information files (PIF) and the CPNP notifications. We recommend defining the countries of sale from the brief, together with the target customers, the expected benefit, the selling price, the quantity and the budget, to prepare the corresponding supporting documents and packaging.

Our haircare manufacturing expertise

The technical points that structure a haircare range, from the choice of surfactants to the regulatory status of the product, each backed by an official text or a scientific review.

Cleansing base: primary surfactant and co-surfactant

A shampoo most often combines a primary surfactant, which does most of the cleansing, and a co-surfactant that enhances its properties. The primary surfactant is generally anionic; the co-surfactant is often amphoteric, cocamidopropyl betaine being the most common. This pairing sets the cleansing power, the lather and the mildness of the formula at the same time.

Thompson et al., Macromolecular Chemistry and Physics, 2023, § 2.4 (choice of surfactants) (new tab)

Sulphate-free shampoo: a formulation trade-off

The review notes a growing drive to reduce, or even eliminate, sulphate surfactants, because of their irritation potential and an intensive cleansing power that can strip the hair. It also notes that they remain unmatched in delivering these functions at a low production cost. Switching to sulphate-free is therefore a positioning choice to discuss from the brief, cost price included.

Thompson et al., Macromolecular Chemistry and Physics, 2023, § 2.4.1 (primary surfactant) (new tab)

Isethionates: an assessed family of surfactants

The Cosmetic Ingredient Review reassessed twelve isethionate salts, which function mainly as surfactants and cleansing agents; their hydrophilic head is a sulphonate. Sodium cocoyl isethionate is mainly used in hair products. The expert panel considers them safe in the present practices of use and concentration, provided the formula is non-irritating.

Cosmetic Ingredient Review, Amended Safety Assessment of Isethionate Salts (2013), abstract (new tab)

Viscosity: the salt curve

Sodium chloride is the most widely used viscosity modifier, because of its low cost. Viscosity first rises sharply with the amount of salt, reaches a plateau and then falls again: a “salt curve” specific to each surfactant system makes it possible to set the right dose. The co-surfactant and structuring polymers also contribute to viscosity.

Thompson et al., Macromolecular Chemistry and Physics, 2023, § 5.1 (viscosity modifiers) (new tab)

Conditioners and masks: the conditioning agents

A conditioner relies on cationic surfactants, positively charged, which deposit on the negatively charged fibre, especially on damaged areas. They reduce static electricity and make detangling easier. The review distinguishes the instant conditioner, rinsed off after a short application, from the deep conditioner, more concentrated and left on the hair for longer.

Rinse-off or leave-on product

The European regulation distinguishes the rinse-off product, intended to be removed after application, from the leave-on product, intended to stay in prolonged contact with the hair. Shampoos, conditioners and masks fall in principle into the first category; leave-in treatments, oils and ends serums into the second. These definitions apply to Annexes II to VI, which govern the substances that can be used.

FAQ

Frequently asked questions

Can you manufacture a sulphate-free shampoo for my brand?

Yes, sulphate-free shampoo is part of our range, from an existing private label formula or through custom formulation. Removing sulphates means revisiting the surfactant system: families such as isethionates, assessed by the Cosmetic Ingredient Review, are used in hair products. The literature points out that sulphates remain unmatched at a low production cost: sulphate-free is therefore also discussed from the angle of cost price.

Can a gentle shampoo keep a thick texture?

It is a formulation adjustment. Viscosity is built mainly with salt, dosed using a curve specific to each surfactant system, with the co-surfactant and, if needed, with structuring polymers. The cited review notes that a trade-off between mildness and viscosity is sometimes needed, for example depending on the degree of ethoxylation of the primary surfactant: the target texture is therefore set from the brief.

Conditioner or hair mask: what is the difference in formula?

Both rely on conditioning agents, mainly cationic surfactants that deposit on the fibre. The literature distinguishes the instant conditioner, applied just after shampooing and rinsed off after a short application, from the deep conditioner, more concentrated and left on the hair for longer. For a mask, the concentration, the application time and the directions for use are defined together, according to the use you are aiming for.

Why distinguish rinse-off and leave-on treatments in the file?

Regulation (EC) No 1223/2009 defines the rinse-off product and the leave-on product, and these definitions apply to the annexes that govern substances. A leave-in treatment, an oil or an ends serum stays in contact with the hair, unlike a shampoo: they are not treated as a simple variant of a rinse-off formula. We prepare the product information files (PIF) and the CPNP notifications for your products.

Should the bottle or the pump be tested with the formula?

Yes. Never order your bottles before validating their compatibility with the formula: a container must protect the product, dispense its texture properly and withstand transport. An airless bottle can be relevant for some formulas, but it is not automatically the optimal choice. We recommend testing the formula-container pairing before launching the full order.

Private label for parapharmacies: how to launch step by step

Yes, a health and beauty retailer can launch its own private label range without a pharmacist’s degree. It chooses an existing formula, made by a laboratory, and sells it under its own name. If it is the only one to put its name on the label, it becomes the Responsible Person under Regulation (EC) No 1223/2009. Allow 45 to 90 days for private label at Oppenheimer Lab, with small batches negotiable from 100 to 200 units.

Private label cosmetics: the complete guide to launching your brand

Private label cosmetics means selling under your own name an existing formula, manufactured and filled by a laboratory. In Tunisia, it is the fastest route: at Oppenheimer Lab, allow 45 to 90 days, with small batches negotiable from 100 to 200 units. To sell in the European Union, you need a Responsible Person established in the EU, a PIF (Product Information File) and a CPNP notification before placing the product on the market.

Cosmetic contract manufacturing in Tunisia: the complete 2026 guide

Cosmetic contract manufacturing in Tunisia means entrusting formulation, manufacturing and filling and packaging to a Tunisian laboratory, under private label, custom private label or custom formulation. The choice depends on budget, timeline and the level of differentiation sought. Manufacturing must follow GMP, but ISO 22716 certification is not mandatory in itself. To sell in the EU, you need a Responsible Person, a PIF and a CPNP notification.
