Body cream and body care manufacturing in Tunisia

Body care manufacturing: shower gels, scrubs, lotions, creams, butters and oils. All the ranges are manufactured on our site in Tunisia, with our own equipment.

The range

Textures chosen for the gesture and the touch.

A body care product is judged first by hand: the way it spreads, the finish it leaves on the skin, the more or less rich feel it gives. Fluid lotion, cream, dense butter or dry oil: each texture corresponds to a different gesture and use. For a brand, choosing the texture is therefore a positioning decision as much as a formulation decision, and this decision should be taken before everything else.

The range covers everyday routines: shower gels, sugar or salt scrubs, body lotions and creams, butters and balms, dry oils, hand creams and deodorants. Each format raises its own questions, because a fluid emulsion is not packaged like a butter, and an oil is not dispensed like a gel. We recommend testing the formula-container pairing before launching the full order, so that the container protects the product and dispenses its texture properly.

All the ranges are manufactured on our site in Tunisia, with our own equipment. You can start from an existing private label formula or have a custom texture developed. In both cases, stability, the choice of container, the durability statement on the label and the product information file are worth anticipating from the brief, rather than once the bottles are ordered and the labels printed.

Expertise

Our body care manufacturing expertise

In a body range, texture, container and labelling are decided together. Here are the points to examine before launching a product, each backed by a reference text or by our experience.

Textures and sensory feel

A study published in the Journal of Cosmetic Science assessed eight liquid emollients on criteria such as difficulty of spreading, gloss, residue, stickiness or oiliness. It showed that these sensory attributes could be well predicted by instrumental measurements (spreading, viscosity, surface tension). The choice of emollients is thus a concrete lever for defining the feel of a lotion, a butter or a dry oil.

Stability of each formula

The safety report required by Regulation (EC) No 1223/2009 includes data on the stability of the product under reasonably foreseeable storage conditions. A lotion, a butter and a dry oil are distinct formulas: each one is subject to its own assessment, which is planned into the development schedule.

Regulation (EC) No 1223/2009, Annex I, Part A, point 2 (new tab)

A container suited to the texture

A container must protect the product, dispense its texture properly and withstand transport. An airless bottle can be relevant for some formulas, but it is not automatically the optimal choice. We recommend testing the formula-container pairing before launching the full order.

A documented packaging material

The safety report also describes the relevant characteristics of the packaging material, in particular its purity and stability. The jar, tube or bottle is therefore part of the file just like the formula: one more reason to validate the container before ordering it in volume.

Date of minimum durability or period after opening

The label shows the date of minimum durability, except for products whose minimum durability exceeds thirty months. These carry the period for which the product is safe after opening, indicated by the symbol in point 2 of Annex VII followed by a period in months or years, unless this concept is not relevant for the product.

Texture claims that are substantiated

A statement about feel or finish, such as “non-greasy” or “absorbs quickly”, is still a claim: explicit or implicit, it must be supported by adequate and verifiable evidence. The claimed effects cannot go beyond what this evidence demonstrates; it is therefore better to set the intended claims from the brief.

FAQ

Frequently asked questions

Lotion, cream, butter or dry oil: how to choose the starting texture?

Start from the feel you want to offer your customers: ease of spreading, finish, more or less greasy sensation. These sensory attributes vary with the emollients chosen, and a published study showed that they could be well predicted by instrumental measurements. For a first range, we advise starting with one or two well-positioned products rather than multiplying textures.

Pump or jar: which container to choose for a body care product?

There is no single answer: the container must protect the product, dispense its texture properly and withstand transport. An airless bottle can suit some formulas without automatically being the optimal choice. We recommend testing the formula-container pairing before ordering all your bottles, especially as the characteristics of the packaging material appear in the product safety report.

Must my body lotion carry an expiry date or a period after opening?

Under Regulation (EC) No 1223/2009, the label shows the date of minimum durability. It is not mandatory for products whose minimum durability exceeds thirty months: these carry the symbol in point 2 of Annex VII, followed by the period of use after opening, in months or years. The right statement therefore follows from the stability data of your formula, to be obtained before printing the labels.

Can a body butter or a dry body oil be certified organic, vegan or halal?

COSMOS, Ecocert, Vegan and Halal certifications are available on request. Specify it from the brief, together with your countries of sale, so that the formula, the supporting documents and the packaging are prepared accordingly.

Can I write “non-greasy” or “absorbs quickly” on my body care product?

These statements are claims. Under Regulation (EU) No 655/2013, whether explicit or implicit, they must be supported by adequate and verifiable evidence, and the claimed effects cannot go beyond what this evidence demonstrates. Define the intended claims from the brief to plan the assessments that will substantiate them.

Investing in Tunisia’s cosmetics industry: opportunities, key figures and entry models in 2026

Investing in Tunisia’s cosmetics industry can be justified in 2026. According to La Presse (March 2025), the sector has about 774 companies and its exports reached about 225 million dinars at the end of 2024. Local flora and market access are strengths. The 25% consumption duty, however, weighs on the domestic market. Whether the project makes sense depends on the entry model (factory, contract manufacturing or brand) and the target countries.

White label, private label or contract manufacturing: what’s the difference?

White label, private label and contract manufacturing do not mean the same thing. The first two describe a commercial model and a level of formula customisation. Contract manufacturing describes a way of producing. A single project can combine all three. Outsourcing manufacturing does not automatically transfer Responsible Person status: the contract must settle this before launch.

Private label cosmetics: the complete guide to launching your brand

Private label cosmetics means selling under your own name an existing formula, manufactured and filled by a laboratory. In Tunisia, it is the fastest route: at Oppenheimer Lab, allow 45 to 90 days, with small batches negotiable from 100 to 200 units. To sell in the European Union, you need a Responsible Person established in the EU, a PIF (Product Information File) and a CPNP notification before placing the product on the market.
