Range — Sun care

Sunscreen and after-sun manufacturing in Tunisia

Sunscreen manufacturing: SPF 30 and 50 sun protection, sticks, roll-ons and after-sun care. All the ranges are manufactured on our site in Tunisia, with our own equipment.

The range

A sun care range built around its filters.

A sun care range is built around a structuring choice: that of the UV filters. Mineral, organic or combined, they determine the texture, the finish on the skin, the possible formats and the wording of the ingredient list. For a brand, a pharmacy or a distributor, it is also the category where the regulatory framework leaves the least leeway: only expressly authorised filters can go into the formula, and only under the conditions laid down by the texts.

Our range covers SPF 30 and 50 sun protection, mineral or organic, including water-resistant versions, as well as sun sticks, roll-ons and after-sun care. The work consists of matching these formats with your target customers and your sales channel: a cream for the family, a stick to carry in a bag, an after-sun product to complete the routine. All the ranges are manufactured on our site in Tunisia, with our own equipment.

Sun care is also a matter of timing. Demand peaks in summer, and a range designed too late risks missing its season. We therefore advise anticipating this peak several months ahead in the development and production schedule, setting the target customers, the formats and the countries of sale early: they determine the labelling, the packaging and the regulatory supporting documents to prepare before placing on the market.

Expertise

Our sunscreen manufacturing expertise

Sun protection is one of the most tightly regulated cosmetics: the choice of filters, their form and their labelling are governed by Regulation (EC) No 1223/2009. Here are the points we address with you from the brief.

UV filters: a positive list

Regulation (EC) No 1223/2009 prohibits any UV filter not listed in its Annex VI, as well as any filter listed there but not used under the conditions it lays down. Filters are therefore chosen within this list, checking for each one its conditions of use and the associated wording.

Regulation (EC) No 1223/2009, Article 14(1)(e)(i) (new tab)

Mineral, organic or combined

The regulation defines UV filters as substances exclusively or mainly intended to protect the skin against certain UV radiation by absorbing, reflecting or scattering it. Mineral, organic or mixed protection: the family of filters is chosen with the target texture, the finish on the skin and the brand’s positioning.

Regulation (EC) No 1223/2009, Article 2(1)(n) (new tab)

The “(nano)” mention on the label

Any ingredient present in the form of a nanomaterial must be clearly indicated in the ingredient list, its name being followed by the word “nano”. This is the case for titanium dioxide or zinc oxide used in nano form: the ingredient list is drafted accordingly from the formulation stage.

Regulation (EC) No 1223/2009, Article 19(1)(g) (new tab)

Nano filters: the Article 14 regime

Nanomaterials used as UV filters fall under Article 14 and Annex VI: the notification specific to nanomaterials provided for in Article 16 does not apply to them, unless expressly specified. Their compliance is therefore checked in Annex VI, which sets, for each nano form listed, the characteristics allowed.

Regulation (EC) No 1223/2009, Article 16(2) (new tab)

Formats: cream, stick, roll-on

For zinc oxide, nano or not, as for titanium dioxide (nano), Annex VI excludes applications that may lead to exposure of the user’s lungs by inhalation, which notably concerns sprays. The format is therefore decided at the same time as the filters: creams, sticks and roll-ons are applied directly to the skin.

Regulations (EU) 2016/621 and 2016/1143 amending Annex VI (entries 30, 30a and 27a) (new tab)

Anticipating the summer season

The requests we receive follow the seasons: in summer, they are mainly for sun care products. We advise anticipating this peak several months ahead in the development and production schedule, so that the range is ready before the start of the season.

FAQ

Frequently asked questions

Mineral or organic filters: how to choose?

Only the filters listed in Annex VI of Regulation (EC) No 1223/2009, and used under the conditions it lays down, can go into a formula; it includes organic filters, as well as titanium dioxide and zinc oxide, often called mineral filters. The choice of a family, or of a combination, is made with the target texture, the finish on the skin and your brand’s positioning. We set it from the brief, together with the target customers and the selling price.

My sun protection contains zinc oxide in nano form: what must the label state?

Any ingredient present in the form of a nanomaterial must be clearly indicated in the ingredient list, its name being followed by the word “nano”. For zinc oxide (nano), Annex VI also sets the characteristics allowed for the nanomaterial and excludes applications that may lead to exposure of the user’s lungs by inhalation. We prepare the product information file (PIF) and the CPNP notification for each product.

Which formats can be developed in a sun care range?

We manufacture SPF 30 and 50 sun protection, mineral or organic, including water-resistant, sun sticks, roll-ons and after-sun care. The format is decided together with the filters: for zinc oxide and titanium dioxide (nano), Annex VI excludes applications that may lead to exposure of the lungs by inhalation. Also validate the compatibility of the container with the formula before ordering your bottles or tubes.

When should the development of a sun care range for the summer be launched?

As early as possible: demand for sun care peaks in summer, and we advise anticipating this peak several months ahead in the development and production schedule. Allow 45 to 90 days for private label, 3 to 6 months for custom private label and 6 to 12 months for custom formulation, not counting the launch on sale. Setting the target customers, the expected benefit, the selling price, the quantity and the budget early prevents a changing brief from delaying the launch.

Should the sun protection, the stick and the after-sun be launched at the same time?

Not necessarily. Our advice is to start with one or two well-positioned products, keep some budget to market them, then expand the range based on customer feedback. A stick or an after-sun product can thus complement a first sun protection in a following season.

Cosmetic product information file (PIF): contents, retention period and the manufacturer’s role

The cosmetic product information file (PIF) is the file the Responsible Person keeps for every product placed on the EU market, under Article 11 of Regulation (EC) No 1223/2009. It includes the product description and the safety report, and is kept for ten years after the last batch. The laboratory supplies the manufacturing elements; the Responsible Person established in the EU, whether the brand or a designated third party, remains responsible for the complete file.
